The Street Outreach Coordinator (SOC) is a member of the Chicago Lights Elam Davies Social Service Center (EDSSC) team. The Social Service Center meets basic needs and provides a path towards higher economic stability for more than 1,800 men, women, and families who are homeless or face the threat of homelessness in Chicago.

As a part of that team, the SOC is primarily responsible for coordinating and developing the enhancement of all EDSSC street outreach efforts, engaging in community discussion surrounding homelessness and poverty, and assisting in case management services for EDSSC guests. The SOC serves as the primary coordinator of the Good Neighbors Street Outreach Program. The SOC also enhances the EDSSC’s outreach services and partnerships, including cultivating new relationships and links with other mobile outreach teams in Chicago.

The SOC becomes knowledgeable regarding EDSSC programs and procedures and completes intake forms and documentation for each guest contact. They work with other EDSSC staff to introduce street outreach clients to case management services and provide one-to-one case management with motivated guests. This includes completing assessments and devising short- and long-term goal action plans for guests using harm-reduction and trauma-informed care.

The SOC serves as a liaison to fellow outreach teams in Chicago to expand partnerships, share resources, and collaborate on best practices, including attending workshops and service provider meetings related to mobile outreach and All Chicago Continuum of Care programming.


The primary responsibilities of the Street Outreach Coordinator include, but are not limited, to the following:

Good Neighbors Street Outreach

  • Coordinate Outreach Programming: Plan and enhance outreach services to include more outings and additional routes, coordinate volunteer recruitment and training, track and record data and statistics, track and order inventory of supplies, partner with local outreach teams, conduct program evaluation, and oversee all street outreach operations.
  • Outreach Services Partnerships: Actively partner and engage with fellow mobile service providers (e.g., Salvation Army, Catholic Charities, Thresholds, Heartland Alliance, etc.) to mutually assist individuals experiencing homelessness. Attend service provider meetings; outreach-specific workshops; All Chicago and Coordinated Entry System events. Collaborate with partners to ensure best practices in outreach services.
  • Coaching and Mentoring: Provide instruction, training, and support to graduate-level intern assigned to Street Outreach placement, reporting to the field instructor regarding intern progress and areas of growth. Train and support GNSO volunteers, including structured orientation, in the field support, and facilitating reflective discussions following outreach.

EDSSC Team Member Responsibilities

  • Case Management: Work with EDSSC staff to provide individual case management to guests in need, especially those encountered during Street Outreach. This includes assessment, goal setting/achievement, timely documentation, and ongoing support.
  • Community Outreach: Cultivate relationships with neighborhood businesses and organizations in an effort to increase funding sources, donations, and volunteers within the community.
  • Daily Operations: Assist EDSSC staff and interns with daily operations as needed.
  • Advocacy and Community Education: Assist with community education opportunities related to advocacy and public education on homelessness with community stakeholders, Fourth Church/Chicago Lights staff, and community immersion groups. These projects may include engagement with Good Neighbors participants.


  • Masters of Social Work degree preferred or related field; Bachelors of Social Work degree and comparable work experience will be considered. LSW or LCSW a plus.
  • Comfort in working with individuals experiencing homelessness, mental illness, substance use, and other barriers, both in the field at on-site at the EDSSC.
  • Knowledge of social service and supportive housing agencies in Chicago area
  • Database (Salesforce CRM) experience preferred; Microsoft Word and Excel experience preferred.
  • Ability and willingness to conduct mobile outreach on foot for up to an hour at a time, in all seasons and weather conditions.
  • Willingness to work a flexible schedule for Street Outreach on specified evenings and weekends (i.e., bi-monthly outings outside of normal work hours, Monday to Friday, 9:00 a.m. to 5:00 p.m.).
  • Excellent interpersonal skills, public speaking, and group facilitation experience.
  • Strong leadership and organizational skills.
  • Ability to exercise good judgment and discretion.
  • Preference for working in a team environment with shared responsibilities and decision-making.
  • Maintain confidentiality of guest information in all written, oral, or electronic forms. Use the S.P.I.R.I.T. principles of hospitality when interacting with visitors, guests, members, and staff of Fourth Presbyterian Church and Chicago Lights.
  • Desire and aptitude for working within a faith-based and a multi-cultural, diverse environment.
