The Elam Davies Social Service Center (EDSSC) of Chicago Lights—the nonprofit community outreach arm of Fourth Presbyterian Church—seeks a Stable Housing Case Manager (SHCM) to assist guests who are seeking stable housing options and have a steady income. The SHCM will also enhance the EDSSC’s housing resources, including cultivating new relationships and links with supportive and affordable housing options in Chicago.

The SHCM will work with the EDSSC Associate Director to provide one-to-one case management with motivated guests who are looking for housing that requires an income (employment, benefits, etc.). This will include conducting intake assessments, and devising short- and long-term goal action plans for guests seeking stable housing.


The primary responsibilities of the Stable Housing Case Manager include, but are not limited, to the following:

Case Management

  • Work with other EDSSC staff to provide one-to-one case management to guests who have a regular income and are in need of stable housing.
  • Intake assessment, goal setting/achievement, referrals, application assistance, and support related to obtaining and maintaining stable housing.

Coordination of Housing Services and Resources

  • Maintain and update housing database that details supportive housing resources for individuals experiencing homelessness. This includes creating new links to supportive housing programs and landlords.
  • Maintain the Chicago Lights EDSSC communication within a variety of housing resource outlets, both public and privately funded.

Educate and Equip Staff

  • Act as lead consultant for EDSSC staff on all housing resources, including transitional, subsidized, and affordable housing options. This requires participation in organizations and coalitions focused on helping promote greater resources for clients.

Specialty Projects

  • Coordinate housing seminars for EDSSC guests, including information on the housing market in Chicago, tenants’ rights, and current waitlist requirements.
  • Assist other EDSSC staff in specialty projects related to public education on homelessness.

Team/Director Meetings

  • Meet with the Director/Associate Director for biweekly supervision and actively participate in weekly team meetings.
  • Other duties, as assigned or needed.


  • Bachelor’s degree and comparable work experience required; master’s degree in social work or related field
  • Comfort in working with individuals experiencing homelessness (including out in the field, on the street)
  • Extensive knowledge of supportive, affordable, and subsidized housing options in Chicago area
  • Database (Microsoft Access) experience preferred; Microsoft Office experience preferred
  • Excellent verbal and written communication skills
  • Strong organizational skills
  • Willingness to work a flexible schedule
  • Ability to exercise good judgment and discretion
  • Preference for working in a team environment with shared responsibilities and decision-making
  • Excellent interpersonal and strong leadership skills
  • Knowledgeable regarding EDSSC programs and procedures and ability to complete necessary intake forms (when schedule allows) along with documentation for each guest contact
  • Significant expertise in providing care to low-income populations (individuals and families), extensive knowledge of Chicago-area resources and systems, and ability to work extremely well within a diverse, multidisciplinary team
  • Ability to maintain confidentiality of guest information in all written, oral, and electronic forms
  • Use of the S.P.I.R.I.T. principles of hospitality when interacting with visitors, guests, members, and staff of Fourth Presbyterian Church and Chicago Lights
  • Desire and aptitude for working within a faith-based and a multicultural, diverse environment
